Lee L. Davis - President and CEO

  

Lee L. Davis is a California resident and transportation industry executive with proven leadership and consensus-building skills. Lee has over 30 years of experience in managing complex transportation/transit projects.  He is currently President of Lee L. Davis and Associates, a DBE firm providing strategic business development, negotiations expertise, contract management, construction management and compliance consulting assistance, strategic outreach to identify new business and expand existing business markets, public involvement, outreach; transportation planning, operations and finance consulting. He has demonstrated proven successes in business and organization start-ups, acquisitions and operations. 

Mr. Davis has a Masters of Urban and Regional Planning from the University of Pittsburgh and is also a graduate of  APTA’s Leadership Program. Mr. Davis was also accepted to the University of Pittsburgh School of Law in 1977. Lee was a Lieutenant, Senior Member US Civil Air Patrol, USAF. Today he is an FAA Certified Flight Instructor, a Commercial and Multi-Engine Instrumented Rated Pilot and a member of the Aircraft Owners and Pilot Association. Lee was an appointed Board Member of the New Jersey State Economic Development Authority and was appointed to AMTRAK’s National Customer Advisory Board. He was also a panel member with the Transportation Research Board, Transit Cooperative Research Program TCRP J-1 Transit Research Dissemination Panel and has Chaired Research projects for TCRP. 

Lee leads LDA with a passion for quality and equity based on a diverse experience at senior level management positions across the United States. He has a strong business development and strategic planning background having effectively managed Transportation Agency operating budgets exceeding $420M and a public State-wide Development Authority business loan fund over $30M. He is an expert in providing opportunities to small and local businesses, including women owned businesses and minority owned businesses enterprises on major infrastructure projects.

Safia Quinn -Project Manager

 Safia Quinn is a Project Management professional with 8+ years of consulting and small business experience. She has been considered an asset to various program management teams by multiple clients through constantly delivering quality service to clients and exceeding business expectations. She is well versed in compliance, operations, implementing best procedures, vendor procurement, and managing and tracking contracts budgets through legal, finance and procurement. She is experienced in MS Suite, EXCEL Advanced, Google Mail/Drive/Calendar, AX DYNAMICS and SlackKnowledge. Safia is passionate about aligning technology with business processes and owns an online resource center that provides small firms and non-profit organizations with tools to streamline their operation and marketing processes online. After completing her MBA, Safia started as a Project Analyst with HNTB and  is responsible for budgeting and planning up to $50 million on their Engineering and Planning team. 

Erica Colunga- Environmental Compliance Manager

Erica Colunga as a compliance manager brings a great wealth of construction knowledge and understanding of multiple compliance issues in both public and private sector organizations. She has worked for general contractors, various governing agencies, as well as served as the hired consultant as the compliance specialist for labor compliance and stormwater. She has taken on multiple roles and responsibilities over the years as a labor compliance analyst, environmental compliance officer, environmental inspector, and a business owner.

Nicole Owens- Records and Information Manager

Nicole has over 18+ years in Document Control and Records Management. As the Records and Information Manager, she provides document control and project administration services for construction and transportation projects. She has led and supported multi-level project teams in both field and office environments, executing all phases of pertinent documentation for large portfolios, coordinating and supporting internal and external audits and assisting with proposal and bid preparation. She has also served as a liaison between project teams and regulatory agencies to ensure internal and external audits are conducted properly.
